Prior to the attempted coup, the Constitutionalist part, which had control of the Senate, had refused to pass any of President Reaper's nominations to any positions which required Senate confirmation to hold. This restricted the President from being able to remove political appointees within the military and civil service, out of fear of either not being able to confirm a successor or having to appoint a Constitutionalist. The group discussed a multitude of topics, including having the United States Military secede from the United States and becoming its own entity, in the same fashion Gmf34's United States Military did eight years prior, or simply forming a new United States all together.
