=== Homeland security reform === During his tenure, N_ightmarre helped to push several reforms to the Department of Homeland Security, through both executive orders and federal legislation. The Department of Homeland Security had been seen as essentially a secondary law enforcement department, especially when compared to the focus put on the [[Department of Justice]] and the Strategic Command Department by previous administrations and relative abandonment of the Department of Homeland Security. Due to the increased rise in terrorism within Washington, D.C. at this time, notably from the criminal gangs Vein and the Sponge Gang. The first executive order of his term reorganized the Homeland Security Council to increase oversight of the department, as well as give it the same treatment and importance as the National Security Council, as the Homeland Security Council in previous administrations had always taken a backseat to the National Security Council or been absent entirely.<ref>[https://drive.google.com/file/d/1318mD86Jdxe2PZoTNUEKyiffPZk_LVlN/view Reorganization of the Homeland Security Council and related positions]</ref> He also signed an executive order transferring the United States Special Weapons and Tactics Team from the jurisdiction of the Department of Justice to the Department of Homeland Security.<ref>[https://drive.google.com/file/d/1WBbkBYK27ETfjx4ZXncI_Xf2jHuiWibc/view Transfer of SWAT]</ref> The crowning achievement of N_ightmarre's homeland security policy was the passing of the Department of Homeland Security Enhancement Act of 2021. The law created the Immigration and Customs Enforcement Agency under the Department of Homeland Security, it also both formally placed the United States Special Weapons and Tactics Team under the Department of Homeland Security and formally established the Office of Intelligence and Analysis, an office which had in the past operated unofficially out of the Office of the Secretary of Homeland Security.<ref>[https://trello.com/c/tXy5aCFB/416-public-law-84-7-department-of-homeland-security-enhancement-act-of-2021 P.L. 84-7 | Department of Homeland Security Enhancement Act of 2021]</ref>
