Ramey Charles "Rummy" Leroux (originally joined December 28th, 2012) is a former Chief Justice, retired judge, and attorney who currently serves as a Group Manager covering Government Affairs and the National Archives and Record Administration. Before becoming a Group Manager, he served as an Associate Justice of the U.S. Supreme Court, and the 8th Chief Justice of the United States. In the executive branch he has served as the 46th & 57th Attorney General of the United States, also having prior Cabinet service as the 51st Secretary of Defense and having held defunct positions such as Secretary of Veterans Affairs and Secretary of Agriculture. Leroux has also held multiple military command posts such as Secretary of the Army, Secretary of the Air Force, Chairman of the Joint Chiefs of Staff, and various other roles throughout the U.S. Military and Department of Defense.

Leroux has been noted as a leading voice for the community regarding feedback from Group Management entities, often addressing public concerns. Outside of the courts he has been recognized as one of the most decorated veterans of the U.S. Military. His diverse leadership portfolio has been recognized as perhaps one of the most effective administrators within the community.

Leroux was appointed as a Group Manager with a 60 day probationary period on October 4th, 2023 with a vote from Pauljkl, Jetpackboy, and Cephal.[1] Upon the selling of the community to the America_Online oversight on January 17, 2023, his role changed to being the Group Manager for Government Affairs overseeing the legislative and executive branches along with NARA.

Judicial Service[edit | edit source]

Leroux has served at every level present today of the federal judiciary. In this service there have multiple points where he served either as Chief Justice or Chief Judge with administrative responsibilities over the courts. Leroux's judicial service extends back to 2014 with President Pathwaysbball nominating him as a "Federal Court Judge" which is the equivalent of the Judge of the U.S. District Court today and his first tenure on an Article III court.[2]

Chief Judge Tenure & New Court Controversy[edit | edit source]

When then acting as a Retired Justice in Active Service (senior status), he was nominated by President TacticalRock101 to fill the vacant office of Chief Judge within the U.S. District Court. He then led several reform methods, with the only judge kept on the court being then-Senior Judge Newplayerqwerty. Common reforms included caps on chamber staff, reforming and increasing responsibility for the Clerk of Court, and translating judicial operations to meet the standards of Boulder County.

Leroux eventually was elevated again to the U.S. Supreme Court by President UnitedGPT. Upon his leave as Chief Judge, the U.S. District Court fell into peril following the Great Reset of 2023. Group Managers upon resetting the law removed the user-created law which established the Chief Judge as a distinct office nominated by the President. Regardless, Judge Hankwim55 was still nominated despite the court adapting current practice with the senior-most judge assuming the duties of Chief Judge. This led to then-Senior Judge Newplayerqwerty officially succeeding Leroux as the Chief Judge of the U.S. District Court.

The Leroux Court (Vinson Court)[edit | edit source]

As the 8th Chief Justice, Leroux inherited a court splintered and broken by the creation of BernardCaldwell's American Roleplay community. Multiple judicial officers had either retired or fully left the nUSA Community, crippling the U.S. District Court. At this point he assumed office working more as the Chief Administrative Officer of the U.S. Courts than sitting on the bench. The hands-on approach to government and the Chief Justice often physically present at events drew attention with the uncommon practice becoming normalized. During this period several new District Judges were brought in to prepare the courts for the transition to Boulder County. Leroux's single authored majority opinion in AlexBlubear v. United States solidified LGBTQIA+ protections through the application of real life precedent relating to workers rights to be free from discriminatory actions within private companies.[3] Another popular reform taken during his time as Chief Justice was the authoring of Chief Justice Directive No. 13 which founded the present Federal Bar Association.[4] The courts once again began functioning, and Leroux resigned October 30th, 2022 citing high stress and being overwhelmed in the position.

Upon rumor his resignation, the TacticalRock101 Administration extended him the opportunity to serve as their transition nominee for U.S. Attorney General, seeing the effective progress made on restoring judicial systems.

Military Service[edit | edit source]

During the creation of NUSA, the original military was a Department of the Army group owned by Nightgaladeld.[5] Then, Gmf32's USM (GUSM) with Group ID 32818 merged with the community. Leroux was present during both periods having been a corporal in the original army group, and enlisted in GUSM during the period when it merged. His military service within NUSA extends all the way back to 2013, with both civilian leadership and military enlisted & officer positions held.

The Unmerge of GUSM[edit | edit source]

During the period where the two communities unmerged, Leroux was serving as the acting Commander of U.S. Southern Command (SOUTHCOM) as a Vice Admiral in the U.S. Navy. Upon the communities splitting, he sided with NUSA and subsequently resigned from GUSM. His first cited branch of service within the U.S. Military (USM) was in the U.S. Marine Corps "transferring" from GUSM as a Sergeant (E-5). He was assigned to Joint Training and Education Command (JTECOM) where he performed Recruit Trainings on behalf of the Marine Corps Training and Education Command (TECOM). This is his first established position within the military where he eventually was commissioned as a First Lieutenant and placed in command of a platoon by then Secretary of the Navy JamesClements.

Military Commissions & NCO Positions[edit | edit source]

Leroux has been very vocal about retention within USM, citing the lack of a developed enlisted corps and NCO leadership not being established as the primary reason for enlisted turnover. He has held positions on the Joint Staff, and has been most notably recognized having served as the Senior Enlisted Advisor to the Chairman in recent times. Prior to this, he was most known for his work within the U.S. Air Force. Leroux has served multiple times as Chief of Staff of the Air Force, with the oldest tenure stretching back to 2014 having succeeded Needysweet1. He was also known to be Chief of the National Guard Bureau twice, both times donning the rank of General as an Airman holding the position.

Aside from just Joint Chiefs of Staff service, he has previously served as the Senior Military Advisor to the Secretary of Defense (SMASD) advising on combined-arms policy and liaising with the U.S. Department of State. Then of course he was detailed for service in multiple tenures as a Special Assistant to the Chairman of the Joint Chiefs of Staff to advise on policy matters or assist with duties on an as-needed basis while holding commission in other roles.

Civilian Leadership in the Department of Defense[edit | edit source]

Leroux is best known for his past tenure as the 51st Secretary of Defense, the last Secretary to have all branches of the U.S. Armed Forces functioning. As the acting Secretary before senate confirmation, he oversaw the creation of the U.S. Space Force under the Dralian & N_ightmarre Administrations. Likewise, he along with then-Secretary of the Air Force RickVicario, created and established the Space Council composed of both National Aeronautics and Space Administration (NASA) and Department of the Air Force (DAF) leadership.

Aside from effective administration as the Secretary, he previously has held multiple roles within the Office of the Secretary of Defense. Leroux has documented prior employment as the Deputy Secretary of Defense, Under Secretary of Defense (USD) for Intelligence, Personnel & Readiness, as well as Acquisition, Technology & Logistics. Aside from USD roles he has served multiple times as the Secretary of the Army, Secretary of the Navy, and the Secretary of the Air Force. He is known for strong policies targeting organization of armed services to enhance operations and compliance. He has been recognized as a "policy hawk" as cited in one senate committing hearing, where he elaborated everything needs to be documented on paper to be "effective policy" of an organization.
